No welding of any kind may be performed when the surfaces to be welded are wet from rain, snow, or ice. When rain or snow is falling or during high wind conditions, welding is permitted provided:
The welder is secured to an anti-fall device and the work is properly grounded
The welder has agreed to work in such conditions
The welder and the work are properly shielded
The owner/operator takes full responsibility for the safety of the welder and the quality of the welds
